HCC Household Waste Recycling Service - Car Registration System

Registration is now open to enable Hampshire residents to sign up for their e-permits for continued access to all Household Waste Recycling Centres (HWRCs) in the County free of charge.  This registration period is in advance of the system to monitor HWRC cross border usage which will not be switched on before 31 March 2020 allowing over three months for residents to register their vehicles.

• In order to provide as much time as possible for residents to sign up ahead of the start of the system the website to enable Hampshire residents to pre-register their cars or 4x4s went live yesterday morning (19 December). • Since 9am yesterday morning over 40,000 vehicles have been successfully registered on the system, however we are aware that the level of activity has caused some intermittent technical issues with the website resulting in some residents not being able to complete the process.
  
  
• Colleagues in IT have been, and continue to, investigate the website availability issues and resolve any that arise.  There has been significant mainstream press and social media activity relating to the system and colleagues within Hantsdirect as well as those in the Waste Management Team are working to manage enquiries.
  
  
• The HWRC Cross Border system is being introduced by Hampshire County Council to enable residents from outside the County to continue to access Hampshire HWRCs which we recognise may be more convenient and involve less travelling in order to dispose of their waste.
  
  
• A number of neighbouring councils have chosen to ban non residents from using their facilities, however Hampshire has recognised that this is not the most effective and environmentally practicable option for residents who live close to county borders.
  
  
• We also recognise it is not reasonable to expect Hampshire Council taxpayers to pay for the disposal of waste produced in other local authority areas and therefore a charge of £5 per visit for non Hampshire residents will be introduced to off set the waste disposal costs incurred.
  
  
• Separate arrangements have been made for Dorset Council residents.
