Committee members, representatives and their responsibilities

Council Members and Parish Clerk

Cllr Mark Smith (Chair) : Mark initially became involved with the village by playing for the football club between 1988 and 2005, and this led to him moving to the village in 2002 with his family. Both of Mark’s children attended Otterbourne Primary School, where Mark was a parent school governor, prior to attending Thornden. Mark recently retired from the emergency services and feels that he now has the time to commit to the Otterbourne community and the continued enrichment of the village facilities for the use of all. Mark continues with voluntary roles, coaching a local youth football team, and is now becoming involved with the Saints Foundation helping vulnerable people. Mark can often be seen around the village either running or exercising his dog, and trying to cultivate his allotment, trying being the operative word! Mark has been a councillor since April 2021
Cllr James Gilbert (Vice-Chair) : James moved to Otterbourne in August 2010. He has been married to Emily since 2011 and has 2 sons at Otterbourne Primary School and a step daughter due to start university soon. James currently works in the telecoms industry and has been a member of the Parish Council since September 2019. Outside of work James enjoys playing many sports including golf, football and squash.
Cllr Lesley Moody : Lesley has lived in the village since 2004 and been actively involved in Otterbourne from the start. She helped at the school for several years while her son was a pupil there and also assisted at the village fetes. As well as being on the Parish Council since 2016, she is also the local Cub Leader. After a long career at HSBC, with the last 10 years assisting SME’s, Lesley now works part-time for St. James’s Place and in her limited ‘free’ time enjoys reading, theatre and the occasional cocktail.
Cllr Richard Stansbury : Richard has lived in Otterbourne since his marriage in St.Matthews Church in 1980. He has two grown up children, who both attended Otterbourne school. He worked for the National Children's Home (now Action For Children.) before joining Lakeside SEMH School in 1987. He has a keen interest in local history and over the years has put together his own archive. Richard has been a long time member of Otterbourne Conservation Group of which he is the vice chairman.
Cllr Stacey King : Stacey was born in Winchester and had lived here all her life. She is married to Mike and they moved to Otterbourne in 2012. She has two grown up daughters and is an admin assistant at a Primary school in Winchester. In her spare time Stacey enjoys her cottage garden. She has recently joined the Parish Council and is looking forward to getting involved in the community.
Cllr David Green : David moved to Otterbourne with his family in 1996 having previously lived in Basingstoke and various married quarters during a 17 year career in the Army. He is married to Glynis who previously served on the Parish Council. They have two grown up children who both attended Otterbourne School and two very young grandchildren. After the Army David worked in various consultancy, business development and management roles for various hi-tech product and service companies. Now retired he is keen to support the Otterbourne community and is helping with the care of our open spaces and coordinating planning applications on the Council. He enjoys playing golf (although rubbish at it!) and walking with his wife in the local countryside and other great walks in Hampshire. He also has a small workshop where he enjoys renovating old motorcycles.
